Portal 11.3 load Active Directory users by file non-functional

I have recently completed installing Enterprise 11.3. This is my first 11.3 and also the first pass at having Portal/Server/Web Adapter on separate servers. I have a python script to export my ~400 users from our current active portal into a CSV to import to the new 11.3 portal. If I try importing a file that has more than 50 users on it, the import functionality endlessly turns on the Processing CSV step after dropping the file in. I tried to just batch process it at 40 users at the time, but when the system got to around 160+ users it stopped accepting anything and now just spins on the import step, regardless of the number of users in the file.

I'm wondering if anyone can provide any insight on this? Is this an 11.3 thing, a distributed server thing, or have I fubuared something else up?

I had a few administrators in my extract that I had already entered in manually. Every time I tried to load a .csv with one of them it would hang trying to load instead of loading and presenting an error for that line.
