Non-annotative Label Rotation?

Hello! Please see the attached; my point data's labels are easy to rotate (Yerington), but I can't figure out how to get the highway shields to follow suit.  Any ideas?  Thank you!

Ok, I have gotten this far, where the symbol can rotate, but see on the attachment that the "angle" adjustment for the text is greyed out.  How can I force the text itself to rotate?  Thank you!

Found it: the key is not to add the rotation angle to each labeling element, but instead to apply the rotation to all labels: Labeling => Options => General => Rotate point and polygon labels when data frame is rotated
