We are in the middle of upgrading our ArcGIS platform to 10.3.1. A decision was made to migrate to new server instance (as opposed to in place upgrade). Could anyone share thoughts on how best to migrate portal users and content from the old instance to the new instance? My concern is whether the PostgreSQL database structure (which I assume contains user:content mapping, group security, etc.) in 10.2 is identical to that of 10.3.1 or if I could simply port over the 'arcgisportal\content' folder without breaking existing mapping of users:content. That is a bit strange. May I ask, why you chose to uninstall 10.3 and install 10.3.1 instead of performing an upgrade install?
The reason I ask, is the 10.3.1 installer is designed to detect 10.3 and install over it keeping existing content.
Also, when installing 10.3.1 was it being installed in the same location as previously?

Yes, I uninstalled the 10.3 and installed 10.3.1 (because the installation of 10.3 was not so good and I wanted to start from scratch). I put it in the same place (c:\arcgisportal).
Finally I found that it kept the content. I did reindex, defined the webAdaptor again, create the users again with the createUsers command and finally saw my content so unfortunately I don't know exactly what caused it.
In any case, it did not ask me whether I want to use the existing content or create new content.
Regarding the same issue, how do I suppose to move content from one portal to another , even from 10.3.1 to 10.3.1? simply copy c:\arcgisportal and reiindex?
