labels in web app look terrible

I've got a hydrology web service that I'm using in a web application (ArcGIS server).  The labels look terrible in my web application but fine elsewhere.  They appear as if they have some sort black background and they look kind of bold.  I'm wondering what is going on.  This problem is most evident with time new roman font with italics.  Is this some sort of anti-aliasing problem?

In my previous attachment which is 200% original size it is the river label that is the problem.  The label was originally at 8 points.

The ones that aren't horizontal such as rivers and ditches are the ones suffering.  I'm not using caching or an MSD just a dynamic MXD.

I also posted on the ArcGIS Server forum and found out that MSDs are preferred over MXDs for complex labels because there is a check box that allows one to control anti-aliasing.  Switching to an MSD did the trick.
