We have been having inconsistent problems printing using the Print Widget with services that are restricted in Portal.
Currently, my pdf exports do not work for the utilities layers. But my coworkers don't have any problems.
We are all using Chrome, I have restarted the services that won't show up in pdf exports, have restarted PrintingTools, have tried using AGOLs print tools. And there area no error codes and nothing in the server logs.
Sometimes hard refreshes (ctrl + shift + r) work, sometimes restarting services work.
I don't know where to start to help our users solve this problem.
