How to update basemaps from in ArcGIS Enterprise 10.9.1?

Can I update the basemaps simply through the Organization Settings (see screenshot)? Or are we stuck with these basemaps until we upgrade to ArcGIS Enterprise 11.4?

I noticed that the basemaps within our ArcGIS Enterprise 10.9.1 are referencing basemap from 2020 while ArcGIS Online references basemap from 2025 (See screenshot).

We did create a Basemap Gallery using this Esri documentation since we only needed 3 basemaps.

You could get the URLs of the new basemaps (i.e. https://basemaps.arcgis.com/arcgis/rest/services/World_Basemap_v2/VectorTileServer) and follow the steps in the following help document to add them to Portal.
