When attempting to create a hosted feature layer through portal. I receive the below error:
Hosted/Layer_1/FeatureServer: The service is locked because it is modified by another thread.
When I create a new folder through arcgis server manager it reports that folder already exists, but creates it anyway.
However, I am able to publish hosted feature layers through arcgis pro.
Publishing a raster as a map service fails, but there are no log entries for the event in either portal or server.
Any suggestions would be appreciated. I've been speaking with ESRI support off and on for weeks.
