I upgraded ArcGIS Enterprise from 11.3 to 11.4.  The 11.3 server had a custom experience builder widget as portal content prior to the upgrade that worked.  After upgrading to 11.4, the same custom widget continued to work.  In testing, we removed the custom widget and attempted to re-add it to the upgraded 11.4 environment and we got the following error:

This puzzles me because it was working post-upgrade until I removed it and then could not add it back.  I assumed it was a glitch in the upgrade so we completely reset the Windows PC and installed a new ArcGIS Enterprise 11.4 from scratch.  Once that was up and running, we continue to get the same errors when attempting to add the custom experience builder widget from a manifest.json using the Add New.. Experience Builder Widget.

Has anyone else had this issue?

I submitted this as a support case with Esri and they confirmed this as a bug in 11.4.

Note: This affects 11.4 (both Experience Builder and Web AppBuilder custom widgets). It does not affect earlier versions of Enterprise at this time.

I am trying also to upload some custom widgets for ExB on Enterprise 11.4 but the bug persists. I looked up the bug code you posted on the ESRI Technical Support page but I didn't find it. Maybe do you have some feedback about it. I will really appreciate it.

The bug is listed as a High priority from what I can see but no other details. There is a workaround but it's quite unrealistic in my opinion because it requires 11.3 to make it work in 11.4.  The workaround as described by Esri support is listed below.

Workaround:

After you have attempted to add your custom widget to Portal and after you receive the error messages, perform the following steps. 

1. On the server where Portal for ArcGIS is installed, navigate to the items folder, for example, C:\arcgisportal\content\items\, and search for the ID of the item you tried to add that failed.
2. You will see that the folder was created but is missing the esriinfo folder. 
3. Access Portal for ArcGIS administration console > Home > System > Indexer > Status. You will see that the item index doesn't match. 
4. Before performing a reindex, this new item, even though broken, is not added to the content.
5. After performing a reindex, the item appears in your content list now, but we still need to make additional repairs.
6. Add the widget using an environment with ArcGIS Enterprise 11.3 or earlier.
7. On the server where Portal for ArcGIS 11.3 is installed, find the folder with the item ID in the items folder.
8. Copy the esriinfo folder to the corresponding folder in Portal for ArcGIS 11.4, replacing the item ID with the correct one for this environment.
9. Perform another reindex of Portal for ArcGIS.
10. The widget item should now be fixed and available for use.

I just received an update on the status of this bug from Esri. While I'm currently unable to test this yet because 11.5 has not been officially released as of the date of this post, it looks promising.

Updates have been made to the following defect which you are associated with:
BUG-000173811 - An error occurs when implementing custom widgets from ArcGIS Web AppBuilder and Experience Builder in Portal for ArcGIS 11.4.
