Default template app does not work

I use ArcGIS Enterprise Portal and every time I try to create any default template app in Create > App from template than I fill all the information needed and click Finish it appears the error: "Internal Server Error", although no error is reported in the server logs. The Portal configuration in My Organization > Edit Settings > Map > Configurable Apps is set to ESRI Default, as recommended. Does anyone know how to make it work?
