Can you prevent users from creating Portal accounts?

Seeing as we have a limited number of Portal accounts, I don't want users to create their own accounts. Does anyone know if it is possible to disable the "Create an Account" button so users have to request an account?

Thank you Derek for the lightning quick response! That worked. I was looking in the Portal Admin Guide that came with the software so I never would have found that.
