Callout is under labels

I have a map in which the callout labels are showing up under street label annotation. Any idea how to fix this? I tried adjusting the order, and that does nothing. Both labels are set inside the map or in the data view not on top of the map layout.

Is it the entire label, or just the leaders?  Maplex does not account for leaders in its conflict detection, so for now, we just have to live with leaders doing whatever they please.  If your conflict is the entire label, consider upping the label weight on your street label annotation.
