OS: Windows Server 2022
ArcGIS Enterprise Builder completes successfully and opens a browser to:
http://localhost:6080/arcgis/enterprise/
When I click the Next button the browser goes to:
https://localhost:6443/arcgis/enterprise/
Hmmm can't reach this page: localhost refused to connect.
However, all ports are open on the machine, so I was expecting to get the HTTPS warning indicated by documentation.
Attempting to workaround and troubleshoot this issue I proceeded with domain certificate process but running the official script results in this error:
Unable to determine certificate authority (CA) for this domain.
Any guidance would be appreciated.

I wanted to confirm that do we meet the requirements for this as mentioned in the documentation :
https://enterprise.arcgis.com/en/server/latest/administer/windows/create-a-domain-certificate.htm
As it seems that it's not able to contact the Domain CA. I think ArcGIS Enterprise site creation would still work with this inbuilt certificate. The problem could be elsewhere.

Thanks @ArchitSrivastava not having a CA established on the VM was likely the root cause. I never got around to confirming that as I abandoned the deployment approach after discussing with Esri technical support. Sounds like Enterprise Builder is not supported (or compatible) with deploying to GCP VMs at this time. I'll try again with PowerShell DSC approach.
