Customizable mandatory fields for portal new items

As a member of a government organization I'm required to capture mandatory metadata when a new items is added or created in the ArcGIS Enterprise portal. 

A configurable option to define and capture custom fields such as data classification, organization group, language and so on, would be appreciated.

I don't know if you can make them mandatory, but you could set web hooks to send emails if the data is missing when it is created.
