An error message when trying to run the .exe file for the ArcGIS 1.6.1 download (see also attached screenshot):

Is ArcGIS earth a free program for ppl that don't have ESRI's ArcGIS? Is there an online only version? I need a kmz/kml viewer to open a 1.1GB kml file...

unfortunately it is much too big a file. Google earth won't open anything bigger than 200 MB, and this is a 1.1GB File! Huuuge!

If after Joshua's reply you still cannot get ArcGIS Earth to install properly, it is possible that QGIS or MapInfo could view the large KML file (though I think MapInfo is not open source nor free, so QGIS is really the option here). Someone appeared to have success opening a 500 MB kml file on those platforms: mapinfo - Opening very large kml files in QGIS
I just downloaded and installed ArcGIS Earth without incident. I gave Esri a junk-mail e-mail address that has no connection to any of my other accounts with Esri, so Esri's website had no idea I was a customer already.
Typically the error you are seeing happens when the download is corrupted. It could be the file Esri stored on the server was corrupted, it could be a cached version of the file on Akamai or some other caching service was corrupted, or it could be getting corrupted while downloading through your ISP connection. I would reboot your machine. If that doesn't work, try re-syncing your modem.
In terms of whether ArcGIS Earth is "free," the 2017 Product-Specific Terms of Use state:
65. May only be used in conjunction with other Esri Product(s). Third-party technologies may also be used in conjunction with ArcGIS Earth as long as ArcGIS Earth is always used in conjunction with other Esri Products.
I would say that statement is sufficiently vague to not limit its use. At a minimum, just sign up for a free ArcGIS Online account and that would appear to meet their terms.
