Some of our users had performance issues with large KMZ and GPKG :
Set apart the general rule of thumb "the lighter, the better", does Esri has recommendations for maximum file sizes using ArcGIS Earth ? I'm mostly thinking about KML, KMZ, SHP, CSV, GPKG, MMPK and MSPK, but any advice on any type of file would be welcome.

We have some performance issues with large datasets and we are working on how to improve the performance. Most of those issues are related to feature layers with tons of features and this is also similar to your case of GPKG.
You helped to list different data types for the recommended maximum file size, and I think you are well aware of different data types have different behaviors. For example, we have tested 150G+ SLPK and it works well on Earth. However, as you mentioned, some 60M KMZ could slow down Earth.
We will do more tests and summarize related information. After that, we will sync up with you.
