Will Earth support Layer Packages (*.lpk)?
Support the rendering of feature labels?
We use Explorer Desktop in production as we handle sensitive data that web portals are not appropriate for use. It is kind of bad form that Explorer Desktop was retired and Earth's functionality makes it only slightly better than toy software.
Is there a ticket centre, road map, mailing list, etc. that shows progression of the development of this software?

Yeah, I have searched the little bit of documentation, gis.SE, and Googled every way I could think. Any case the official documentation speaking nothing about labeling (which would be most important to me). KML hacking could get the labels from what I have found, but that is not ideal.
it is largely a viewer, it sounds like you are looking for data processing capabilities. Those sorts of things are for the paid software offerings.
Even with Esri's paid software, road maps of any kind are basically nonexistent. For ArcGIS Pro, Esri has been trying to put some very high-level road map stuff in GeoNet, but it is far from extensive information.

Ben, thanks for the prompt reply, much appreciated. If you do set up a high-level road map of sorts for ArcGIS Earth, I suggest using a "Document" instead of a "Blog" for sharing the information. The ArcGIS Pro team decided to use a blog, but I find it rather messy for several reasons covered in the comments to their road map blog.
