Export : ability to reorder Map Surrounds

When using Export, it seems to be impossible to reorder the Map Surrounds (images, North arrow, text, etc.). The drawing order is the order in which the surrounds are added. For example, if a user wants to put a white semi-transparent PNG under an existing North arrow, he cannot do it directly :
The user has to add the PNG first, delete the existing North arrow and add it back :
A reorder tool – maybe from a right click on the element – would be useful.
