An ArcGIS Online Administrator could be able to prevent the users to take Drone2Map licence offline from the Administration hub in ArcGIS Online, similar to what is available for ArcGIS Pro, or that the Pro functionality can be merged so that it also works for ArcGIS Drone2Map.
