World Imagery (for Export) - can't create Tile Package

I'm trying to export this WMS: http://www.arcgis.com/home/item.html?id=226d23f076da478bba4589e7eae95952 

It explicitly states it's for export. However when I try to create a Tile Package, the Analyze button tells me the "Layer type is not supported". I suspected some other files or the document setup, but the error is the same in a blank mxd as well.

I'd actually prefer just plain raster tiles, but that doesn't seem to be possible?

Generally, the World Imagery (for Export) map service is designed to support exporting small volumes of basemap tiles for offline use. Sometimes, the download will fail if the size of the basemap reaches a limit of over 1000,000 tiles. Please take a look at the "Solution or Workaround" section in the documentation here: Problem: Unable to export a tile package from the World Imagery services, and see if that works for you.

Another option would be to try using Tile Package Kreator, https://www.arcgis.com/home/item.html?id=9c9ddae83e5549bb88a2c22e87a18ba1, which allows you to quickly create Tile Package files.
