unable to install 10.2.2 desktop student edition. Permission problem

I'm attempting to install 10.2.2 Desktop Setup and I'm getting an error message:

Error 1303. The installer has insufficient privileges to access this directory: C:\Program Files(x86)\ArcGIS\Desktop10.2\TemplateData.  The installation cannot continue.  Log on as administrator or contact your system administrator.

I'm the administrator on my Windows 7 laptop and I'm unable to change permissions for the TemplateData folder.  I did go back and make sure I had write privileges as administrator.

You could try following:

1 Click on the start button > right click on the 'Control panel' > show on desktop

2 Right click on Control panel > Create shortcut

3 Right click on the shortcut > Properties > Shortcut > Advanced

4 Select run as administrator > Click Ok

5 Now open control panel using the shortcut and try to uninstall ArcGIS.
