Why Data Reviewer Server Services fail to start after upgrade?

I have upgrade ArcGIS Server and Data Reviewer Server (DRS) binaries. ArcGIS Server is working fine but DRS services fail to start. What is the cause?

Service failed to start

BatchValidation.reviewer.MapServer:
Could not load file or assembly 'ESRI.Reviewer.Public.Engine.Interop, Version=10.6.0.0, Culture=neutral, PublicKeyToken=49f88df635890024' or one of its dependencies. The system cannot find the file specified.

Resolution: Reinstall DRS binaries and redeploy DRS SOE, must do this step to install the new SOE manually.

Open ArcGIS Server Manager > Site > Extensions > ESRI.ReviewerServer.soe > Action: Edit >

Extension > Select File >

"C:\Program Files\ArcGIS\ArcGISDataReviewerServer\Server10.8\Bin\ESRI.ReviewerServer.soe"

Then, test each ArcGIS Server Service, stop/start each service manually and check the ArcGIS Server Logs for severe errors.

If necessary redeploy DRS Services.

If necessary reconfigure DRS Services using DRS Configuration Utility, see example below.

1. ArcGIS Server DRS Services > BatchValidation > reviewer
Open the DRS Configuration Utility:
Connect to ArcGIS Server:

http://localhost:6080/arcgis/admin
UserName: drsadmin
Password: ****
Add DRS extension:
Select extension file
C:\Program Files\ArcGIS\ArcGISDataReviewerServer\Server10.8\Bin\ESRI.ReviewerServer.soe
Set Reviewer Workspace:
Select Map Service - BatchValidation/reviewer.MapServer
Select New Reviewer Workspace - F:\sqlexpressgdb\localhost_RevWorkspace.sde
