I am having difficulty downloading the application from http://www.arcgis.com/home/item.html?id=ba47e0bf6cb84a6e9f77e9caf86b88eb
I receive an error message "Application download did not succeed. Check your network connection.
Has anyone encountered this issue ?
There is nothing wrong with my connection, so I think it may be the file.

Thank you for your help, I had my IT department help me resolve the issue, as I can now successfully install the Operation Dashboard.
Some users at my organization had this issue.

I had similar issues, caused by our IT firewall. I worked with our network admins to get the necessary permissions to allow the download/install to complete.
