NULL Issue

I'm new to ArcGIS and have an issue with an existing dashboard.

In the pictured scenario I actually want the reference to say IS NULL.  If I put the IS NOT NULL field in there I get data to display.  When is have "IS NULL" the data disappears.  It works fine when we are mid-progress in our Televising efforts, but now that we are complete and the Reference returns zero rows, I loose my dashboard.

I may be missing the point but I think what you want is to change the label for null (no data) conditions - you do that under the General properties and the No Data section as in the screen shot below. Hope this helps.

The main Statistic always returns data, but when the Reference returns no data it messes up the whole dashboard.  If the reference does return data, then the dashboard displays correctly.  Switching the No Data or No Selection toggles did not change anything.
