Is there a way to add a hyperlink on the Dashboard title please?

This functionality is not available in Operations Dashboard at this time. Sorry. You can enable a hyperlink from a logo - if you have one, in the Header element.

Please submit an enhancement request on the ArcGIS Ideas for Operations Dashboard.
