How to separate map tools on the web map, so that they're not in a drop down menu?

My map tools currently appear like this, in a drop down menu:

I'd like them to appear like this:

It seems to be possible because I've seen this on a few dashboards, but not many. How can I do it?

Mine go left to right automatically.

I have the same problem, our organisation upgraded to 11.5 Enterprise during the week and since then our map tool are hidden in this drop down element and there appears to be no option to set them to expand on start up
