Dashboard Map Tools collapsed

Hi,
Our organisation upgraded to Enterprise 11.5 this week and since then in our Dashboards out Map Tools list is collapsed and the user has to expand a drop down menu to see this like the layer list, initial view etc. Before the 11.5 upgrade the icons were available on the screen. I have searched in the map settings fro the dashboard and cannot find anything to turn this setting off. We would like the icons all displayed on start up not hidden away in a drop down list. See screen shot below
