Hover/Label missing in Operations Dashboard

I have configured a Serial Chart on Operations Dashboard.  I have a few extreme values, so I manually set the maximum value for the Value Axis to be less than the value for the outliers.  I expected that users could still hover over the outliers and see the values associated with them.

Unexpectedly, any category with a value greater than the maximum value for the Value Axis does not produce any information when hovering or when labels are turned on.  There was no such limitation for producing values when hovering on the desktop-based operations dashboard.
