Filters and Rendering Widgets When Selected

I am having issues configuring my dashboard filters and map. I want users to be able to use both the filters to make a selection as well as the map therefore I can't set either to render the widgets only when selected (because they would have to be selected in both locations). 

I also want my filter to have None as the first option so the map doesn't zoom into a particular feature upon opening the application. Therefore when you open the dashboard all the records are displayed on the charts which looks very messy and confusing for users. 

Does anyone have an idea for a work around?
