Is there a way to make indicators in Dashboard where you can click on them and it opens a graph, table, etc. like this example:

I think you are looking to add a sidebar? In the dashboard edit view, click on the "Sidebar" tab and then add sidebar... give it a name and then save. This will give you the ability to add a selector to the sidebar, then click on the "Selector" button to the left, which gives you the ability to set the filter on different queries or inline content.
Thank you for the response, but maybe I should point out what I am talking about for further clarity:
In the hyperlink I have from the original question you can hover your mouse over an indicator in this COVID dashboard and it says 'Explore for more' (in the picture above) and then when you click on it another thing (like a pie chart or table appears that was not already appearing on the dashboard like below:
My question is is this possible to do in dashboard someway (or in another ESRI tool)? I have not seen this function on any other ESRI tool (including Experience Builder). Thanks
That dashboard you see is another web app and when you click the value in the selector, it opens that frame.
Ok, forgive me for not understanding fully, but you are saying that what i am thinking is an indicator is really a selector that when i click on the selector icon it is linking to some pie chart that is its own web app?
Yes, its linking to another dashboard with those elements and links.
