Hi Kevin - since you wrote "Dashboard" I'm assuming this is an Operations Dashboard idea. Is that correct? I went ahead and added that as the category. Please correct if needed.
At the June 2021 update to Dashboards, you can now allow users to clear their selector inputs at run time. Not a "reset all", but should help with this use case.
As noted by @Kevin, new setting to allow dashboard reset was added as part of the November 2022 update of ArcGIS Online. All things remaining equal, it will be picked up by ArcGIS Enterprise 11.1.
