I have a category selector that allows users to choose which floor of a building to view. This selector has a filter action on the room polygons to only show rooms on the selected floor. While it looks fine on the map, the map element's select tool will still select rooms on every floor. This causes further issues when the select tool is used to filter other elements, like a Details element to show room attributes. It shows results from many rooms. While I was able to fix the Details element by adding it to the filter actions on the category selector, that seems like an unnecessary step and the user still sees 5 rooms selected in the map when they are only clicking on one.
ESRI support said that this is intended behavior, but I find it confusing to the end user. It's more intuitive for the category selectors to act like definition queries and completely filter out features instead of sometimes having them there and sometimes not.
Example: Clicking on the red X shows 5 rooms being selected even though only one floor is being displayed.
This issue seems similar to others (Solved: Pop-ups not honouring dashboard filters - Esri Community), but ESRI support didn't think they were linked.

@patrickb Thanks for the reminder about this. Looks like it's fixed in ArcGIS Online, so I'll look for it when updating our Portal in the future
