Cursor Hover Hint/Tooltip Option

It would be nice to have a hover a hint option as that save space. For example, for the following drop down menu, County, something like "Please select a county" can be added. So, when the user hovers the cursor to the drop down menu, it will show the popup hint "Please select a county"
