Just upload PDFs and pictures to your Portal, share them publicly, and then use the item's URL in the Embed widget. Or really, upload your files anywhere that can have a per-item public URL, like Amazon S3, GitHub, etc.
Hosting it somewhere other than your Portal would probably be your best bet. Where would it "go" if it was uploaded to the Dashboard? Your Dashboard is really just a JSON file being interpreted by the dashboard framework, so there's nowhere for your image to be.
