Tracking Location Template Error

I am trying to create a tracking location service via the tracking location template.  I run through the process of picking the template and giving the service a title.  I click done and it shows that it is creating the service but after about 20 seconds I get an error stating that "A feature service named 'Tracking_Location' already exists" but it doesn't.  Attached is the error that I get.  Anyone experience this and have a work around?  Thanks!

Service names have to be unique across a subscription. So my guess is someone else in your organization has already created a service with that name. Try renaming yours.
