Map for Offline Use

How do I create a map that is view only that is also available offline? I am at war with this collector app. I don't need to edit, just view the map and be able to identify with popups. I can't even see the map if I don't have at least 1 layer that is editable in the map. We have areas in our system where there is no cell service, therefore can not be connected. NEED OFFLINE MAPS available! Please help!!

You need an editable layer so the map gets flagged to be opened by the Collector. You can also disable editing on a layer in the web map and the app will respect it but you will still need at least one layer editable to get that Collector flag. All layers will still require full editing and sync enabled but the web map will block the editing capabilities.
