We're using a Surface Pro (Windows build 10586.71 Version 1511) with Collector for ArcGIS version 10.4.1.0. We're able to add features to services hosted by ArcGIS Server 10.4 or hosted on ArcGIS Online, but we're unable to add features to a feature service on ArcGIS Server 10.0. Is this supported? It looks like it should be according to the docs: Supported data—Collector for ArcGIS | ArcGIS
Using Collector on Android or the webmap from a browser, we're can add and edit features on the same map that we cannot add features to from the Collector on the Surface. We are able to edit features on the Surface.
