Collector on ipad ios 10.3 does not allow user to click on certain polygon features when offline editing

When editing offline, the user tries to click on the polygons to edit and it will not select the features. It will only let you select certain polygons but not all of them.  Russell Roberts​

If the map is offline line, you should be able to select all features that have a popup enabled. You cannot select features that appear in a tiled layer.

The popup is enabled and we are not using a tiled layer. It works on android and iphone , but does not work on ipad  ios 8.2 and ipad ios 8.1.3.

Can you change the transparency fill on the polygons to something like 95% and let me know if that fixes the issue? If you tap on the borders of the polygons the popups are displayed so its making me think that maybe the fill of the polygon could be the issue.

I added a fill to the layer and made it transparent in ArcGIS Online and that seemed to have fixed the problem, thank you!
