This is something we are looking into but will not be in a soon/upcoming release.  It really requires an expanded layer support in the basemap. We are looking into this but no exact release date but the reason why is due to group layers supporting non base & reference  layers. So if you have group layers that are an item or already in the operational layer and IF we had the option to Use as basemap/Add to Basemap or the Move to Basemap on the group layer it could bring in unsupported layers or cause a lot of layers to be dropped from the map. We also need to expand the web map spec to support this so we can have other spec reading clients like Pro and Field Maps honor these configs without dropping layers as well.  ... View more

How are you adding the map service? If you look at the JSON of the web map do you see popupinfo for those layers? If so the popups in the web map will win over layer item popups or elsewhere.  We wont automatically pick up an change if the web map has stored a popup configuration already vs. pushing a change from the layer item to the web map bc this could be a destructive change.  ... This is on our roadmap and would be part of our support we are currently working on for having text formatting tags inside the arcade expression and you would have conditional expression for a color based on attribute value in this case.  We are looking into supporting this hopefully later this year or early 2027 release. ...
