Views can only be created by the owner or admin of the layer but the benefit is the various share settings and editing controls that can be configured. On the feature layer item is just an item pointing to the original service that could store any configuration of popups, table, symbols, filter etc. the feature layer item though cannot hide fields, features or change editing configurations. Also if someone changes the sharing the original hosted feature layer to private then the feature layer item that was saved off using the Save As which could be public or org wide shared still is just pointing to the original service referenced in that item is now private. This means that item no longer would work for those org or public viewing users when they load the item in a new map or open an existing map with the non-hosted version of the item. The service will be reported as no longer accessible.

These wont need to be published separately. If you have a scene in Pro with the multipatch being used when you go to share that scene as a web scene you will see in the sharing panel something similar to this. This will publish a hosted feature layer that could be used for export. Then you will have a scene layer that will have the cache built in ArcGIS Online as well and both layers are essentially published in one click. Or you could publish just the feature layer and then use the create scene layer package tool and then upload the package to ArcGIS Online and then you would have a proper 3D layer for visualizing that original multipatch in a web scene and also be able to bring it back into Pro or used in ArcGIS Earth.

Depending on the use of the layer you could provide the scene layer package or the multipatch gdb or sd file. You can also use a tool in Pro to export a scene layer package from a service but you cannot go from a package back to a multipatch.

Yup correct. displaying a multipatch feature layer in the web would no scale and be very expensive and is why we use the 3D layers for display. No steps to convert but at publish time you will see an associate scene layer being published along side the feature layer (this method will use credits to generate the scene layer in ArcGIS Online) or you can create it locally in Pro using create scene layer package tool.

Save As is creating a new feature layer item that is using the original hosted service. Its not the original hosted feature layer item so that's why it does not say hosted but if you looked at the layer JSON you will see it just points to the same service as the hosted one but you cannot alter editing functionality, overall sharing level of the original service and more. It is also not a view where a backing view layer has the restricted area of interest, fields and editing configuration.

You will have to publish the multipatch as a scene layer. You can do this locally with a scene layer package and upload that to ArcGIS Online (for use in globe you can use web merc or WGS84). This case works if its just a static layer you do not expect to update often. If you ever need to update it we have a replace scene layer workflow where you swap out services within the items. If its one that requires updating you can publish a multipatch feature layer with a scene layer from Pro or you can publish the feature layer first to ArcGIS Online and then from the item details page publish that scene layer. This is because it is a dictionary style. We currently do not support using these for styling in Map Viewer but it is something we are looking into. To help with how we plan to support this did you create this dictionary symbol set on your or are you using one of the sets provided by esri? What are you using it for? One of the things that will be different with dictionary vs. other web styles - when we do support this it will have to be a dictionary web style that also follows the layer and map level of sharing so we have access to the dictionary logic used for the symbols for the users that have access to the map. Is this a pattern that would work for your case?

They are not a part of the default gallery but can be brought into a organization group and have that set under the admin organization settings where you can define your symbol galleries or you can add them in Map Viewer. When styling a symbol you can click on the + button in the symbol category picker (both sketch and symbol styling have this) Then you can search ArcGIS Online (default will initially search My Content) and use this search term You can also go to this group and find a collection of desktop and web styles you can share to your org or use the itemid in the search above to find a specific style https://www.arcgis.com/home/group.html?sortField=modified&sortOrder=desc&id=7687bc306b8048a48efd92b3a6da9d88#content

We believe the using of the same account across multiple apps sending data to the track layer was causing an issue with the auto line generation of the line feature layer in the track layer. The Track viewer doesn't use that same track line and generates a line on the fly from the track points.
