They get converted to a CIM vector symbol by the symbol server on the portal/online and this is the output does not have those same elements like in Pro locally as of yet. We also don't have immediate plans for diving into the individual elements of a single symbol layer but are focusing on the primary individual symbol layers and the effects that can be applied to a symbol layer and exposing those properties like animations, hatch and marker fill properties and more.   When creating this multi layer vector symbols in Pro we will add them as individual symbol layers and set the color locking (helpful when applying color ramps to a symbol), additional symbol styling like default color, size, rotation + effects we want present. Currently when you upload an SVG we use the symbolserver which converts that SVG to a CIM/Vector symbol which is the same as taking the image and using the SVG in a shapemarker symbol in Pro. The one thing we don't expose yet are the different elements inside a symbol layer which Pro does where you can customize certain elements but you cannot set color locking on these elements so if you use a color ramp on the symbol all elements would pickup the same color. You could try applying a blend mode multiply to the layer and you would see the layers combine. This wouldn't be shown in the legend though. Yup this is due to using using Types and Size. In the web map the size is stored as a visual variable in the renderer and the style is type: unique value and then you have unique value groups & classes. When its just the size the style is stored as a type: classed size and we can store the class break info there.   I played around with using binning on the layer + just the size style with some simple classes. If you publish a hosted feature layer on the item details page you should see a services.arcgis.com url. Do you see a number with that one? Also something to try is zipping up a file geodatabase with just the multipatch feature class in it and see if that publishes when going through ArcGIS Online My content > New Item and use the zipped geodatabase. ... What type of account do you have? If you have a developer or trial account this wont support multipatch hosted feature layers and cause the cache to fail.  If not one of those account types do you know what hive you are publishing to? This can be seen in the hosted feature layer url next to the services#.arcgis.com  ... View more

We currently do not have this available for symbol deconfliction today. Clustering would do some of this but it would show the predominant feature. We also have symbol display order which would at least show the features in the order based of the Types/Unique Value style order.  ... View more

You could author a scale based display filter in ArcGIS Pro and share that layer/web map to Online. Map Viewer and other apps like instant apps or dashboards will honor that display filter that would use scale based. Map Viewer is using Calcite for our layer list which has the issue related to firefox and should have a fix rolling out with firefox 138.
