We have a webmap with an editable layer and with reference layers that are not editable.
The map was taken offline in Collector by a user.
The sharing setting of a reference layer was increased (from shared with the Organization to shared with the Organization and a group).
The user could not sync until the sharing setting of the reference layer in the web map was decreased back to Organization, which impacted other users.
Is this expected, or have others observed the same?
