With CityEngine 2016.1, I'm working with CGA that essentially generates zoning shells that are split by a set number of floors. I wanted to try using the model hierarchy to resolve a bug, however my model hierarchy window is completely blank (just gray space) when I click on any generated 3D shape. How do I get the model hierarchy window to work?

Click the Inspect Model button in the Model Hierarchy tab.  Select the desired object in the viewport.

It appears that I do not have an Inspect Model button. Is there a trick to getting it to show?

The Inspect Model button is in more recent versions of CityEngine.  In the older versions, I think you just have to open the model hierarchy and select the shapes you want to inspect in the Viewport.  Maybe you could try deselecting and reselecting your model.

It might not help, but here's the current help page for the Model Hierarchy:
