CE 2022.0 Offline CGA Reference

I've had some issues with CityEngine 2022.0 and found a workaround incase anyone else runs into the bug.

What was happening is that when I would open the Offline CGA or Python Reference my entire project takes a big **bleep**. Windows act weird and my cursor doesn't align with the mouse...

Anyway, under Preferences you can change the behavior of where these open. Changing them to a browser window is all you have to do.
