Annex 14 outer horizontal

Hi,

I am investigating the use of ArcGIS to generate obstacle limitation surfaces for aerodromes in Australia. I have used the OIS tool to ensure the parameters match the Australian MOS139 standards but have noticed there is no option to adjust the outer horizontal surface, only the Horizontal Surface which seems to be the inner horizontal.

Unified Facilities Criteria seems to have the option but not Annex 14 Precision approaches. 

Also, is there a way to convert the generated surfaces in to z valued poly lines?

Hi @Klonky,

Unfortunately, the outer horizontal surface has been left out of the Annex 14 tool because the annex is so vague on the criteria, mainly referencing Doc 9137 where there are some broad specifications. I'll share this with the product team for possible future enhancement.

In the meantime, I was able to generate an outer horizontal surface, albeit with a slightly clunky workflow. 

  • First, I created a set of Annex 14 surfaces using the tool normally, using polygon output into the ObstructionIdSurface feature class. 
  • Then, I used the customize OIS utility to create a json that outputs ONLY the horizontal surface with the desired parameters (in this case 150m height and 15000m radius to match the MOS139 specs) and ran the Annex 14 tool again.
  • Then, I selected the original horizontal surface (the "inner" one), the conical surface, and the second horizontal surface (the "outer" one) and created a layer containing only these features ("Make Layer from Selected Features).
  • Next I ran the Union tool to overlay these features and deleted the inner and conical from the output.
  • Finally, I copied the new outer horizontal feature into the ObstructionIdSurface feature class and deleted the original one.

Since I'm using polygon output, the tool is generating 3d/z-enabled polygons as output.  Thus, I can use Polygon To Line to convert these into 3d/z-enabled lines as well.
