I think your question is about changing the order that the pages of the Quick Report are displayed - is that correct?
If so, ideally we would like to provide a property that you can set to change the order of the pages. This currently does not exist.
If you are keen to change the order, you can edit the code of the template in AppStudio for ArcGIS Desktop Edition. The file that contains the ordering of the pages is QuickReportApp.qml. At the bottom you will see each of the pages listed as components with onNext properties. You can modify these to change the order. Be aware that you will also need to be sure that the behavior of each component is modified also. Editing the code is not for everyone - but does mean that if you need the functionality changed, you can do it.
