How to restrict map

When I pan left or right on the map, the map goes out of screen and also zooms.
How to fix this?

I am not sure what you exactly mean.
If your goal is to force the map to stay within a specified extent, you can use the constrainExtentBeghavior. Sample : http://help.arcgis.com/en/webapi/silverlight/samples/start.htm#ConstrainExtentBehavior
