webmap not displaying in ArcPro

Does anyone have any suggestions to sleuth out why webmap is not displaying in ArcPro and gives error but does fine in Jupyter?

attachments show same code in the two different environments.

We were quoted BUG-000135574 during a training course but I can't find any info on it.

perhaps fixed in 1.8.3, but since it is out and hasn't been posted as an alternate solution (to upgrade) , it means it hasn't been fixed yet.
