A Portal for ArcGIS administrator can configure Living Atlas content for the organization through the Portal UI.
The ArcGIS Python API documentation seems to indicate that you can get access to a resource to manage Living Access content, but no additional documentation is provided.
Quering the resource endpoint yields the following:
portal_admin_manager.living_atlas
<LivingAtlas at https://devweb.tcgis.ca/portal/portaladmin/system/content/livingatlas>
However, there doesn't appear to be any documentation on consuming this REST endpoint.
Same issue with ArcGIS Online utility services.
