Can't load requested DLL: ~\gdalplugins\XXX.dll The specified module could not be found when geocoding using arcpy

Hello,

I have been geocoding using Arcpy in R. This has thus far been working but now it seems like GDAL dll can't be loaded when using the arcpy geocoding command. They dll files are located in the folders so I'm not sure why they aren't accessible. Is this a PATH issue?
