Add a css class to someLegendId_msg div

As the someLegendId_msg div gets destroyed and recreated (and w/o and event) css can not easily be applied. Thanks.

Ben can you submit this enhancement request to Esri support? That way we'll have a public tracking number instead of just a forum request  that will be easy to loose track of.

We plan on adding this class for the next release of the JSAPI (version 3.11) so look for it in that release.

Kelly Hutchins‌ Any chance layers could inherit `dojo/Stateful` in 3.11? I can submit an enhancement request on this.

Also, what do you think about dynamic emitting an event on sublayer change returning both old and new arrays? The above would work to, but an event would be handy. If you think this might be worth while I'm submit it too.

We are working on dojo/Stateful everywhere but it probably won't happen until the 4.0 release (no time frame yet). For the second request with dynamic layers it would be a useful enhancement and we'll look into it for a future release.

For both issues if you submit an enhancement request via support you'll get an issue number that you can use to easily track the enhancement status.
