One of my map layers is showing a white background. The background on the mxd has been set to a different color but the map when displayed on the website the background is white. I have multiple websites using these map service mxd's and only one site displays the background as white. All my config files are identical so I don't know why the backgrounds are different between websites. If someone has an idea please share...

Thank you for your response rzufelt but I did load it as a PNG.... I was able to fix it. The topo background was transparent for some odd reason it would not show the color set on the mxd. So On basemap change, I was hiding the previously viewed map layer, Which was causing just the topo map to show and that appeared to be a white background. I left the previously viewed map visible and just adjusted the transparency setting a little so the previously viewed map layer background would be seen when the topo map layer is selected. That fixed the issue.
when you look at the service URLS in a browser, does anything pop out thats different? are they cached images, if so, have you tried deleting the cache (or at least some of the files) and redraw them?
Normally this is caused by the layer either being cached in jpeg format, or loaded into the web map as jpg.
jpg does not support transparent background. Try loading in as png or other that supports it.
