Enable offline mode with Python exportTilesAllowed":true

Sorry for the general question, is there the ability to enable offline mode for hosted vector tile layers through the arcgis API for python, 

I can see in the restapi there is exportTilesAllowed:True which i guess is it being enabled but how would i go about enabling this through the api?

Were you able to come up with a solution for this?  The only work around I was able to find was editing the service through the rest API https://developers.arcgis.com/rest/services-reference/online/edit-service.htm
